Victor Fefelov was one of the lead investigators of the Fotym case. In Fact, he was the subject of a few of Fotym's threatening notes. 14 years after researching that case, a family reached out to him from a small city on the coast of the Azov Sea by the name of Taganrog. The family described a slew of activities that stood out immediately to Fefelov.
